this is what he's saying:
We are getting little to no leads of new patients for liquid rhino or filler.  Some of the patients are too young, but it has been a dramatic fall off from before.  We should be getting at least 1-2 convertible leads per week.  Something is not working right now.

The only action we can really take is to put income filters in place which always decreases the number of leads and sometimes "breaks" the campaigns. have they said anything specifically about what the "quality" issue is?

They are when I try to run dynamic ads. I'm able to turn it off for clients we have on a microsite. No worries.

I went ahead and removed it. Also checked and found other properties were being indexed. Updated to only include pages, post and authors. 
Added and verified property on Google search console.

They just responded and we are likely going to have to appeal. I have no idea why they did this since I will have to read their long policy to explain it.
