There is a box that has mobile campaign marked as off. Does this mean it will not show up on phones. If so, we need to make sure mobile campaigns are on. I am not seeing the popup. Do you know why this popup is not showing?

Does this mean it will not show up on phones. - It means the exact opposite. Enabling that option will make the popup to appear only on mobile.
So by default the popup will appear on both desktop and mobile and enabling "Mobile campaign" will convert it to mobile only campaign.

 I am not seeing the popup. Do you know why this popup is not showing? - FIXED. It's because Optinmonster script was missing from the website.
