Here's the reason why it is not showing up on the front-end.
Apparently, the background url permalink was incorrect in the CSS file which I found under siteground-optimizer-assets folder. The correct URL of the accessibility icon should be https://go.dentaldesignstudio.net/wp-content/themes/medstar-01/assets/images/icon.svg
