I checked this domain's ns records and it says "Open DNS" what does this mean? Would delegated access be enough?

- Since in this case we are not sure who is client's domain registrar. We can just send him. "Please provide access to your domain registrar. The company from where you purchased the domain".

In the mean time if you want. I can set up the dev server on a temporary domain on our siteground server so we can start right away.

- Yes. I wasn't aware client have already provided us access to their GoDaddy and for some reason when I checked earlier on the dnschecker website instead of showing the godaddy ns it was showing opendns.

I just checked and confirm we have full access to set up the sub-domain - go.hartleyhealthandwelness.org
