I tried to make a direct payment but it was declined. We need to contact the client.

That payment method they sent me did not work. It is being declined. 
They likely need to contact AMEX and let them know the charges are legit. 

Good news.. After some back and forth between Whitney, the client, the bank and me, we finally got the payment to go through. 
The Google ads are back on.
