It has to be the only explanation. 
When doing a new account, it is always best to use new CC, and another FB regular account when possible..

 Do we need to have this client set up a whole new ads account? He has done this twice and they both get restricted within minutes. Should I create a page for them with an ad account? What do we need to do to get them up.
