That is NOT the suspended account. It is their own old account which is why the NEW one I created was suspended in the first place..

there is no activity on the account since it is NEW. 
The only thing would be if there is activity on the CC from else where?

Your account is suspended 
We've detected suspicious payments in your account.
Any idea why that is so? Whitney says that she never had a Google ads account before so I don't know what is happening.

So I went ahead and created a new Google ads account for this client =- 531-363-0619
And after I added the CC information, I got a message saying that the account was suspended due to suspicious activity -
