The dr. is saying that he doesn't get enough leads from Northern VA, that they are mostly all from MD and he wants to focus more on VA. Thoughts?

I can split each campaign by state and concentrate 75% to VA and 25% to MD. That's really the only way I can control the budget allocation. Overall lead volume and CPA may look worse in the account though.
