As for what I typically do. 

It's based on % brackets. Top 5%, top 10% etc, but even that is based on ZIP code data. So if a person lives in XYZ zip code and that ZIP code has mean income of Y, then target this person. There is no way to do what the client is asking for. It's literally impossible.
