Hector Mota, Operations Manager at Medstar Hector , It sounds like it would be prudent to take Shane off of this task. Is that right? Chris asked that I have Thrive's admin team consider moving their ads to our Medstar Clients, while we work on getting the account back up. 

When you post the above, I can't tell if you are explicitly asking me to take action, if you are informing me of an action you will take, or if you are asking me to have the client take this action. I cannot figure out the logic behind what you ask a client to take care of vs. what you take care of yourself and inform us on. 

If you can let me know what action you want me to take, I can do that.

I have removed Shane from the assignment.
The client will need to request a review on their end from the main account.
That is why I said "The good news is that we can request a review.."
When it comes to most client issues on FB or Google ads, if I can resolve them myself, I will do so. When I send info about what needs to be done, it is because only the client can or SHOULD do it.

In any event, that has changed since we now have a different problem. See screenshots below.
It appears the client does not have sufficient funds in that CC..
