I am not seeing any issues with this client's Facebook account. There are no restrictions.
Maybe you have them confused with another client?

The account is limited to spending $50 / day. We cannot increase spend. 

This is the problem - one of many - with Facebook. On one page they show the account not being restricted. In another they do. 
Not seeing any option to appeal or do anything.

I think we should leave Botox in their account, but it will max out at $1500 / month.
