We do, but there were some issues. We can start running the ads again if we want to move budget there. If we cannot allocate a minimum of $1k / month I don't recommend doing anything on Facebook.

I would not recommend any less than $5k on Facebook for any client. But we can run ads if they can do at least $1k

I doubt this client will go for $5k on FB since his entire budget for both ads up to $4,500. And that's for NINE different services.
