At a high level, I think it's premature to say the cost is too high. It is still a very weird time, we need to give the campaigns time to "cook."

Actions we can take now is that the geo-targeting can be improved.  THis is what is looks like on Google

The blue area is a 10-mile radius around the office.  The other areas are specific locations the client asked us to target. I've spent a ton of time in this area and trust me NO ONE is going to drive from Castle Rock to east Denver. It will just never happen. It's a waste of spend. I would suggest tightening up the geo-targeting OR Just increase the radius and let the campaign optimize to the best CPA.
