Our access level for this client's GA account is limited. Because of that, I am unable to link the Google ads with the GA account.

Write the client and ask him to link it, try to find a tutorial somewhere so he can follow

I had no such luck trying to find help in that regard. I searched for that myself and I had to figure it out doing some of my own trial and errors. 
Google is terrible at providing any help with these issues.
It would be easier if he - Darryl - added medstarmedia.com. as an allowed domain on the users.  
In any case, I can go ahead and created a quick how to video or send instructions. It is not that difficult once you know how to do it. And have access to the right accounts.

I sent Darryl an email explaining the options. 
He can either provide Chris@Medstar higher permission and provide support@medstarmedia.com with admin status. 
Or he can go ahead and link the accounts himself. 
I also provided him other options.
