This issue has been going on since Whitney used to be their CSM. A long time ago. 
And we do not know why it happened. The client insists that they never had another Google ads account. They have no idea why it happened to them. 
From the dealings I had with the Doc, verifying, etc, he sounds like is telling the truth.

I don't know. You know as well as I do that I will never get a competent human being on the phone at Google to answer any questions. Let's have them start a new account outside the MCC and run a smart campaign for two weeks from manager@ - see if that works.

I am going to tell the client to begin setting up a new account and see how that goes.

I had this client create a new Google ads account which they have now done.
I just finished adding you to the new Google ads account - 231-661-6582

However, I am seeing a message which says - Your campaign isn't active. Your ad was disapproved for Speculative and Experimental Medical Treatment.

Plasma is often flagged as well.
