There's no statistically significant difference between the % offer and $ offer. I've tested in aggregate across multiple accounts. There shouldn't be a difference at all, but if there was I imagine it would actually hurt performance instead of help. Reason being is that the algorithms match the right offer to the right person. So if a person is more likely to click on % offer, they would be shown that and vice versa.
