they say they are coming from newark and patterson - low income place and 50 miles away

Ummm... Patterson definitely isn't 50 miles away. The radius for Wyckoff is 10 miles and it hits patterson.

I am limiting targeting to the Top 50% of income ZIP codes in both locations. Still, as we know, Meta completely ignores any targeting you enter when you use a conversion campaign.
