I'm also not seeing the same thing, I see $150/day spending on Botox and $216 a day spending on CS and nothing limiting. So I'm not sure how to communicate about this as I don't see the issues reporting on the ad account page.

Nicol You are looking at the budgets, not the actual spend. I believe I have 2 or more tasks queued up for Willow on Meta that I have advised we cannot move forward with until the payment issue is resolved. I am unsure of where I should be with budget allocation, etc. We need to close all of these tasks and restart.

This is partially due to the fact that so many payments were "failed" that Facebook has restricted the account. I cannot impress upon everyone enough how big of a deal Failed payments are on Meta right now. It is far more catastrophic to an account to have a failed payment than anything else.

Not sure how so many of these clients keep having issues with their CCs. 
As a previous business owner, I always made sure that the funds for paying employees and suppliers were always set to the side. 

This happens too often on Google as well. We have a few clients whose ads are down now due to the issue.
