Jonnamae Jumawan, Medstar Jonnamae , that was the first thing I thought of so I checked on the status. 
However, we have full ADMIN access under this account. 
The changes is because this option is not available under the NEW G4 accounts. 
Google is now using the new G4 platform and no longer letting us set up goals. I will need to discuss this with Chris and Whitney. 
Let's keep this in mind for future tasks.
